May 22, 2025, Wells Co. Commissioners Special Meeting Part 3 of 3

Special meeting called to order to hear and discuss the presentations of two engineer companies for bridge construction.

First presentation was Wold with Jason & Seth. Part of their presentation was stated that they are IBI which is Industrial Builders that won Contract. they are prepared to start as soon as awarded. They have done other bridges around the state. Working with IBI gives them creditability. Listed the years of experience of crew members and more.

How does Wold get paid? no billing until contractors start sending estimates. They presented a standard proposal to the State. Sept 19, 2026 is the deadline. Wold feel they have more experience on the ground for bridges.

Walking through chart for tally on Wold. Dan took over the meeting with working tally rubrics. Discussion on Paving, grading and signage; However, Wold never nailed down the cost of project. County has to pay 20% of project as far as they knew. Wold should do an itemized cost for the county as requested.
In scoring by the commissioners, they rated mostly 4's on the tally sheets that Dan set up for them.

At 10:00am, KLJ Engineering with Matt & Brian gave their presentation.
They have talked with IBI already. KLJ works for 1/2 of the counties in North Dakota. They know the requirements for bridges. This bridge in question, has a beam issue which is Why it needs replacing. Bridges average the life of 75 years. KLJ is comfortable with rehab construction with bridges due to experience in the past. The bridge in question will be longer, but same width when finished due to lengthening the slope. It will be a single span bridge.

KLJ came prepared with an estimate cost for the county of $275,000 - $400k. Start date is June 1st if award the contract. the Johnson pit will be used. They are local from Valley City with the capacity to the job. They were the designer of the bridge in the first place. Transparency is important to them.
Matt & Brian will be onsite. Tally for KLJ was a higher score.

The final discussion and questions were led by Dan Stutlein, the auditor and Secretary of the Commissioner, on the Tally Scores and final decision.
