School Board Elections on June 9th from 8am-7pm.  If anyone plan to run for the school board the deadline is April 6, 2026 at 4pm. 

Superintendent Report:

  • 3 days for phone installation by NDTC
  • Orcan has been effective
  • Elementary School: Pipes need work, currently patched, plumbing & heating
  • Business teacher still needed
  • Milage will be submitted
  • Judged FCCLA
  • Discussion of going to a 4-day school week; an education convention
  • E-nate: for infrastructure

  • Harvey all-school reunion
  • Infinite campus: power school; end of Sept, Mid-October finally

7-12 Principal Report:

  • FCCLA came to speak: Nourish to flourish
  • FCCLA wants to raise $500-$1000 for student lounge; lighting, seating, decorations & games, raising money through pie to face contest; Monday
  • Math Counts team

Elementary Principal Report:

  • Intendance up - 198 students
  • Attendance has been down due to illness
  • CPS has been contacted on 2 families
  • Teachers attendance down due to illness
  • Good pool up of substitutes
  • Behavior referrals are down
  • Robotics team went to UND to compete they did well; they want to add high school robotics.
  • Surveying of classes is being done & it is confusing
  • Evaluation of teachers
  • Spelling B in Fessenden next week

Construction updates:

Bathroom stalls updates: need doors, both locker rooms, $6800.00 to remove & install for both bathroom stall, one in each locker room

Hornet Pride Project

Investing in students; fundraising campaign to get a 57-passenger coach bus for long haul games; $400,000 for 57 passenger coach bus; upgrade sound systems for football field & gym; sponsorship perks for donations; will go on as long as it takes to raise the funds; project was approved.

Clay Target League:

ND state High School target league: this would be private & state funded; no cost to the school; they would just represent Harvey/Fessenden/ Harvey-Wells; they will be shooting on Sundays; currently not sanctioned sport.

Bills: Cameras for Sheriff Dept, Axon Enterprises storage fees of data, ND Assn of Counties, GPS map Storage, 911 Radio cost, HB1066 Maddock construction crushed gravel, Brent work the blades.

Balance Sheet: Capitol Project funds, HB1066 Roads & Bridges, 911 increase & drops, Road fund improving, Money balances questioned by the people wanting a breakdown, Wells Co. is the collection & distribution area for many political subdivisions.

WC CD & Money Market: Banks are giving county a better deal, reates have gone down, Money Market pays 2 people wages off interest.

2027 anticipating funding are $1.1 Million.

Discussion on Conflicting information from "Local Government" & KT every 3rd years the state puts out traffic counters on county roads, should county own counters?

Long Term Planning: Paperwork not done, page 4 has 3 questions the commissioners have not answered.
1. Financial Trends, 2. Little or no ability to expand tax base, 3. Wells county will have to downsize government (ND land association Colliton was mentioned, needs increase of revenue source)

Township fees: will be going up blading stays at $100 per mile, assessors fees going up, Letters sent to all township for 27th meeting, vote of the people for raising mills for road department 14 Mill Levy so far, asking for 25 mills for road department, March meeting decide to put on ballot.

Townships might go to be unorganized because they would benefit if they go unorganized state commissioners.
Capito Projects: Dan Stutlien will be out inspecting buildings around the county; festival hall has water in basement every spring & high water fall; Courthouse needs work, but it is the best condition; KTL building roof needs to be worked on more. It was already voted on.

Priority of Projects: 1. KTL roof; Last: FH Tuck pointing & Water management, gutters; FM Foundation addressed with fixing drain tiles; Courthouse and more.

Garrison Division is looking for a Permit of use.

The meeting includes:

Classified Staff Registration, Approval of Board Minutes, Approval of Payment of bills, Approval of Monitoring Calendar.

Reports:

Superintendent Report (couple out of country applications), 7-12 Principal Report, Elementary Principal Report, Activities Director Report, business Manager (Salary additional $1000.00 plus 3 days personal days).

Superintendent Report included Letter of National Registration Acceptance.  This is an honor for this community.  It opens up federal funds through grants.  (Let the board know how you can assist with the grants: Writing, match funds, etc.)

Items for discussion or Possible Action:

Superintendent Update on Virtual/Storm Days, ND Educational Hub, Elementary Teacher Position, approve superintendent's recommendation to offer a contract, Music Teacher considerations, Hornet Pride Project, Fundraising Projects.

Executive Session Pursuant to NDCC 44-04-19.1

Business Manager salary additional $1000.00 plus 3 days of personal days.

Township discussion continues

Six county meeting in Emmons County upset Dennis.  They told them to do what they do.  Ex.  Windmills   Frustration was expressed by our commissioners.  It is hard to on limited money and county cooperation.

  • Should the County hire a recruter to attract things like business to the county? (Concern of Co. Rep to following through with successful business and keeping them. Flour Mill as ex)
  • Zoning: Could increase fees, or charge for permit on building on your property?

Dan was voted in as manager of KTL and Festival Hall.

Auction:  Could Sell extra Equipment, excess stuff of the county along with the sheriff department in the same auction?

Blade Operators:  Operate equipment whenever they want to as long as 40 hours/wk discussion.

Brian Miller will not be running for Commissioners.  Dennis Dockter is looking for a replacement also.
