10. Parking changes discussed on 9th Street of Harvey. City of Harvey to purchase property for the cost of $1.00 taken for taxes by county .
11. Voted on Phase 2 hoping the grant come through. 12. Truck driving through residential areas.
13. Residences blocking access areas around remodeling or construction of their home discussion.

School Board chairman ask public speaker if he wanted to still speak. He was hesitant due to what he heard and saw. The individual did speak only to have the chairman shut him done. He did not get the same amount of time to express himself. Does the board care at all about the taxpayer's opinion?

Core Solutions offer services to the Board. They are wanting release of information from the Board for them to go through the school buildings both BM Hanson and High School. They will be looking for issue and solutions.

The Board continues to ignore community members offers to assist with prior narrative in the Newspaper; yet now they are offering Core Solution access to the school. They appear to want the board to sign off permission to Dr. Luken verses Core Solution reporting their assessment to the board directly.

What happen to the vetting process that Dr. Luken insisted for the taxpayers of Harvey should go through? Are there simple solutions to the problems? Jim has been asking to speak with the board for months. Chairman only gives him comment section for 5 minuets. Core Solution received a lot of time to speak. It is very obvious that Luken and Core Solution spoke about what to tell the board by the question of, did I cover everything?

Taxpayers asked to bring in the school local contractors to asset. Core Solutions states that they will be using local contract if available. Why was the public dismissed? Are the Core Solutions being escorted through the building? The sidewalk repair contractors repaired the sidewalk during school hours. This is showing the public Dr. Luken's and school board ignoring the concerns of the public.

Core Solutions may be an avenue if reports go directly to the board. That is power of the governing board. See Part 3 for the response of the public.

SB 2372 and upcoming Legislation was reported by Kale Van Bruggen, Attny. This bill was proposed by the Department of Water Resources amending Century Code 24-03-08 which will limit water resource boards from requesting stream crossing studies until after a stream crossing calculation has been made by a road authority or a culvert that doesn't meet the stream crossing standards has already been constructed or reconstructed.

Larry and Tom reported on the November 7, 2024, Commissioner meeting. The WRD attorney, Kale Van Bruggen advised the WRD to go into executive session to receive and discuss legal consultation regarding potential litigation over the crossings.

Century Code 44-04-19.1, 2, 5 was stated for authority for closing this portion of the meeting. Subject 55th Ave NE Crossing in the Oak Creek Drain. The public was asked to leave at this time. Ask for the minutes. District decision and payment plan in 30 days of a township. The meeting came back after executive session; however, the We the People were not there due to not knowing when they would reconvene.

The Water opened with Hurdsfield Project. It was reported that the chain and lock have been cut for the second time on the vault gate valve. This has caused East Lake to rise. Sulfate levels are too high. Elevation up and flow into James River tributary of James River assuming that there is flow in the James River and the sulfate concentration is under the 225 mg/L threshold.

Drain no.1 Culvert - Mark Schmitz Larry reported the culverts are in and all the grading is complete.

Railroad Culverts - Drain no. 1: Thomas reported that the DWR is not requiring a modification to the Drain 1 Permit due to following Stream Crossing Standards.
