Reverse setbacks for wind turbines:  county would be in charge of variance approval discussion.

Conditional Use Permit Application:  discussion on changing things for the RRV Pipeline.  Road conditions from the pipeline usage.

Animal Operation specifically permits costs:  A company go through the ordinances to make changes to operations.  Cost $500

Regulation of building permits fees:  Fee changing 0- $100,00 will be $50.00; Over $100,00 will be $100.00.

Battery Storage Facilities:  to make progress they need 1 year moratorium.

Added data Center:  lifting moratorium  (this was not on the agenda)

Comprehensive plan:  goals, objectives & policies; economic development may have this information. goals for development and zoning development; Community must be able to give input; planning about 8 months to compile this document; they will be using hospital & economic (JDA) development to gather information. 

Public comments:  making a comprehensive plan that can be added to; preamble.

Public hearing July 13th - 17th; anhydrous plant; all other itemas they covered; looking for a grant writer to create a comprehensive plan for county.

Discussion on what it means to be Centrally Assessed?  State come up with Ag land valuation.  Dan also spoke about “letter of the Law” and what does it mean.

Pipeline won’t be taxed.  Wildlife land question on how is it taxed & by who?  How much does Game & Fish pay?  Therefore, how much does the county get? 

18 Mills is criteria for Prairie dog Funds to distributed to Township.  No more than $100k in general funds.  Create a road fund account as well; general fund can be spent on anything in the township. 

Flex fund money can be applied for….

Centrally assessed are out of state business.  State IS CONTOLLING TOWNSHIPS WITH THE 18 Mills REQUIREMENT. 

What formula is the state using?

The Prairie Dog funds are out of SIFT money.  Keep that in mind.

There is 93 miles of pavement in Wells county; 1347 miles of road in wells; townships currently pay $100/mile for blading.

Zoning 29 townships are part of county.  Does the county think they can override zonings?

September 2026 budge meetings for townships.  Zoning for townships to go under County must be in your minutes.  Comprehensive keeps getting thrown around.

The county will leave road blading at $100/ mile for now.  Weizs says the counties could be cut.

The People are not seeing that combining different offices at te County would cause a major issue.  They talked about how they paved roads and traffic counters usage.  Then they lost direction in the meeting.
